District of Columbia Payment Plan Program Application


Under the Coronavirus Support Temporary Amendment Act of 2021, a tenant under a lease agreement with the Department of General Services may be eligible to enter into a payment plan for the payment of amounts due under such lease from March 11, 2020 through the earlier of (a) July 25, 2021, or (b) the scheduled expiration date of such lease.

INSTRUCTIONS: If a tenant is interested in entering into a payment plan, please complete the application below. The Department of General Services reserves the right to determine eligibility based on the information provided by the tenant. Please refer to the “Notice to Tenant Regarding Application for Payment Plan for Lease with the District of Columbia” previously provided by the Department of General Services for additional information regarding this application and the payment plan.

IN ORDER TO BE ELIGIBLE FOR A PAYMENT PLAN, TENANT MUST:
  1. Demonstrate evidence of a financial hardship resulting directly or indirectly from the public health emergency declared by the Mayor of the District of Columbia from March 11, 2020 through July 25, 2021, which shall be regardless of an existing delinquency or future inability to make rental payments established prior to the start of the public health emergency.
  2. Agree in writing to (a) a payment plan with a term length of one (1) year unless the tenant requests a shorter term length, and (b) make payments in equal monthly installments for the duration of the payment plan unless tenant requests to pay a greater amount.

By submitting this application, the tenant under the applicable lease agreement hereby represents and warrants that all information and documentation submitted in connection with this application is true and complete. If your application for a payment plan is denied, you may file a written complaint with the District of Columbia Department of Consumer and Regulatory Affairs.
