DDOE will work to eliminate toxic hotspots in the District by finalizing toxics cleanup methods, identifying toxic hotspot locations, determining parties responsible for their cleanup and forcing them to take remedial action. In cases where no responsible party can be identified, DDOE will seek federal funding, prioritize cleanups and perform restoration work. |

Adopt the Clean Air Interstate Rule (CAIR) |
EPA developed the CAIR regulations to reduce emissions from power plants and help reduce interstate transport of air pollution. DDOE is working to adopt the CAIR regulations in the District. DDOE is also working with other states to provide data to EPA to revise and strengthen the CAIR regulations. Adoption of CAIR regulations will result in steep and sustained reductions in air pollution and significant health benefits for surrounding areas. |

Conduct Environmental Train-the-Trainer Workshops |
DDOE conducts workshops on environmental ethics and responsible stewardship to enhance environmental education in the District. 103 teachers received training in 2008. Workshops included (1) Shad Restoration, where teachers were taught how to raise and care for shad eggs to the larval stage and fingerling were then stocked into the Potomac River. (2) Wet in the City and (3) Project Learning Tree are national programs that provide teachers, parents, and community leaders with educational resources and activities to teach District youth how environmental issues affect their daily lives. |

Construct truck wash and brine manufacturing facilities |
DDOT will construct the truck wash/brine manufacturing facilities to reduce pollution to District waterways from vehicles and road salt. Washing trucks used to to deliver rock salt in the winter results in a salty water that is detrimental to local fresh water ecosystems. Wash/brine manufacturing facilities collect and reprocess this water so that it can eventually be reused by salt trucks, a better alternative to releasing the water directly into the environment. |

Coordinate Electricity and Renewable Electricity Purchases |
District Government electric customers aggregate or group their accounts to obtain lower electricity supply rates. The DC Municipal Aggregation Program has resulted in two successful contracts for the District Government, in 2004 a 24-month contract saved $5.4 million included a 5% renewable energy requirement. In 2006, the District contracted for 36 months, saving $30 million over tariff with including a 10% renewable energy requirement. Participants included OPM and independent agencies including the University of the District of Columbia, The Walter E. Washington Convention Center, the Sports and Entertainment Commission and DDOTs traffic signal and streetlight accounts. |

25 schools worked with DDOE to clean up and re-plant their grounds. This effort not only results in school beautification, but also increases green space that retains water on-site during storms. |

Coordinate the Mayor's Environmental Excellence Awards and Case Studies |
DDOE gives annual awards for businesses and organizations in recognition of environmental achievements. The call for applicants is posted in September, and the deadline is in January of the following year. The awards are evaluated and ranked by DDOE staff, who also develop case studies to highlight the environmental stewardship, green operations and practices of Environmental Excellence Awards winners. |

The Office of Planning has partnered with the District Department of Environment (DDOE) to undertake an inventory and analysis of the city's greenhouse gas (GHG) emissions; developing targets/goals; developing strategies/solutions to meet targets; creating an implementation plan; developing criteria to monitor and measure success. The GHG provides the city with a baseline to measure all future progress and identify priority actions. |
